The January 8th, 2024 monthly HARC meeting was held at Hermiston High School in Room 311 and was called to order by President Sam at 19:02.

The December 2023 meeting minutes, January 2024 Secretary/Treasurer’s Report, and 2023 Annual Financial Report were distributed via email by J. Kelso on 01/02/2024.

A motion was made by Todd to adopt the December meeting minutes as presented and was seconded by Whitley.  The motion passed unanimously.

The January 2024 Secretary/Treasurer’s Report was read by Jeff K.   Jeff K. presented the annual report.  Emery made a motion to adopt the annual report.  Jeff Sak seconded.  Motion passed unanimously.  Jeff K. presented a list of 2024’s anticipated expenses to the club for pre-authorization of payment.  A motion was made by Jeff S. to authorize the payment of anticipated 2024 club expenses as presented by Jeff K.  Seconded by Todd.  Motion passed unanimously.  

Ongoing Business:

  1. Dennis provided a solar report to the club.
  1. New Ham Welcome Kit – Anna notified the club that the first New Ham Binders have been made and are ready to hand out.  The contents of the binder include an introduction letter, a certificate for one year of complimentary HARC membership, HARC membership application form, radio band plan, and a net schedule.  One thing that is missing is a radio etiquette one-pager, according to Anna.  The VEs should keep binders in their possession so that they can hand the binders to new licensees as they pass their tests.  
  1. Rocky Mountain Elk Foundation Outdoor School event has been canceled according to Anna.
  1. Club Patches – Club patches have arrived, and they are 3.5” patches instead of the 3” patches that we ordered.  The 3” patches are supposed to arrive tomorrow, and the club was not charged for the 3.5” patches since they were the manufacturer’s error.  Todd moved that a new patch be given to any new member without charge and that the club charge $3 per patch for club members who want to purchase additional patches.  Seconded by Emery.  Motion passed unanimously.  Sam said that he’d like to give a couple of patches to Kyra (KO4SBI) as a gift.  A 3.5” patch was distributed to every member in attendance for free.
  1. Winter Field Day – Is the weekend of January 27th.  Jeff K. verified that the site has been reserved with the school district.  Whitley said that he may not be able to participate this year, but he will be happy to supply the band logs that the club uses during Field Days to whomever is going.  Whitley also has antennas, rope, and a fishing pole for the club to use.  Sam will research the cost of a portable restroom.

     New Business:

  1. New VEs / Testing –  Jeff K. read a memo from Kevin regarding the two new VEs that we have available and the testing schedule.
  1. HARC Membership Form –  Anna has been working on a revamped one-page membership application form.  Anna says that there are no significant changes that would modify the way that the club does business.  Anna sent her version out to the club via email just before tonight’s meeting and asked that the club review it and send recommendations for improvement to her.
  1. HARC By-laws –   Jeff, Anna, and Sam are working to revamp the by-laws and wanted to let the club membership know that this is in process.  The revamped by-laws will be shared with the club well in advance of any vote on the changes.
  1. Jeff Sak asked about the next club inventory.  He mentioned that he has several items that belong to the club at his house and wanted the Vice President to know that.  Sam mentioned that the next club inventory is due by the end of 2024.  Anna will put out an email to let people know that the crank-up tower that Jeff Sak is currently storing for the club is up for sale to give everyone a chance at buying it.
  1. Jeff Sak mentioned that the club has some six-meter repeater equipment and that he thought it might be interesting to put together a club-owned six-meter repeater.
  1. Jeff Sak said that he’s purchased a 3000W amplifier kit and that he’d be happy to keep club members apprised of his progress in assembling it if they are interested.

Announcements:       

1.  Club Breakfast – Saturday, January 20th at Rayz Dayz, Umatilla at 8:00 AM.

2.  Eagle Cap Extreme Sled Dog Race has been canceled due to a lack of snow.  The organization announced the cancellation of the event on their website on January 6th.
